How the Health Reform Law improves Medicare

We hear a lot of back and forth these days about the Affordable Care Act – aka the federal health reform law – but not much about how it affects people with Medicare.

When you sort through all the rhetoric, one thing is clear: the 2-year-old reform law contains some real benefits for those who get their coverage through Medicare.

Take the so-called “donut hole” in the Medicare prescription drug program, Part D.

The donut hole is a gap where you don’t have coverage even though you’re still paying premiums. After you’ve paid a certain amount out of pocket, your coverage resumes. Congress intended the hole to hold down costs in the drug program, the biggest expansion of Medicare benefits in many years.

Under the Affordable Care Act (ACA), the hole is being gradually closed until it completely disappears in 2020. This year, the law gives people with Medicare a 50-percent discount on covered brand-name drugs in the donut hole, and a 14-percent discount on covered generics.

In 2011, more than 65,000 Medicare beneficiaries in Arizona saved a total of $37 million in the donut hole. That’s an average savings of $563 per person.

The ACA also helps people with Medicare by eliminating coinsurance and deductibles on vital preventive health services. Such services can help keep people healthy and detect disease in its earliest, most treatable stages.

As a result, Medicare now offers a long list of preventive health services with no out-of-pocket costs, including screenings for cancer, diabetes, cardiovascular disease, osteoporosis, and shots for flu and pneumonia.

The health reform law also adds new preventive screenings and counseling for obesity, alcohol abuse, and depression.

More than 421,000 Arizonans with Medicare received at least one Medicare-covered preventive health benefit in 2011.

The health reform law also creates another important benefit for people with Medicare: annual wellness visits.

If you’ve had Medicare Part B for longer than 12 months, you can get a yearly wellness visit with your doctor to develop or update a personalized plan to prevent illness based on your current health and risk factors.

(The annual wellness visit is in addition to the one-time “Welcome to Medicare” preventive visit when you first enroll in Medicare.)

More than 57,000 Arizonans with Medicare took advantage of a wellness visit last year.

Because of financial incentives in the ACA, seniors also can expect to see better quality in their Medicare Advantage health plans. Such plans are operated by private insurers and generally require you to stay within a network of physicians and other providers or face higher out-of-pocket expenses.

Medicare Advantage plans that receive quality ratings of three stars or more under our Five-Star Rating System will get bonus payments. We believe the bonuses will motivate other plans to improve their quality as well.

Medicare Advantage plans that receive five stars – the highest rating – will be able to market to and enroll seniors year-round, not just during the open enrollment period in the fall. That means seniors can switch to the best plans at any time. (To check your plan’s rating, go to www.Medicare.gov.)

Lastly, the ACA provides a variety of new tools to crack down on Medicare fraud.

The law not only toughens federal sentencing guidelines for fraud (meaning crooks will spend more time in prison), it also allows us to suspend payments to providers suspected of trying to rip off Medicare.

In addition, we’re now using sophisticated predictive analytics software to identify patterns of fraud and target crooks. This is the same type of software credit card companies use to stop fraud.

Tonto National Forest officials seek public comments on Sunchief Mill Site report

Globe, Ariz. (March 16, 2012) – Tonto National Forest officials are requesting public comment on the Draft Report of the Engineering Evaluation/Cost Analysis (EE/CA) for the Sunchief Mill Site, located on the Globe Ranger District, Globe, Ariz. All public comments are are due by close of business, Monday, April 16, 2012.

The purpose of the EE/CA report is to present a detailed analysis of remediation (cleanup) alternatives that can be used for decision-making. In addition, the analysis presented in this EE/CA includes discussion of background information, waste characteristics, applicable or relevant and appropriate requirements (ARAR), a risk assessment, and the development and screening of cleanup alternatives.

The EE/CA concludes that the site has environmental concerns related to arsenic, asbestos, chromium, and lead. The recommended alternative for the site is to remove structures, excavate waste sources and dispose at appropriate licensed facilities.

Following this comment period, a final decision will be made and the decision will be documented in a Removal Action Memorandum identifying the alternative selected for the cleanup of the site.

BLM plans public meetings on renewable energy development areas in AZ

Public to get a chance to comment on Environmental Impactment Statement

PHOENIX, AZ – The Bureau of Land Management (BLM) in Arizona is holding a series of public meetings on the draft environmental impactment statement (EIS) for its Restoration Design Energy Project.

The meetings are to inform the public and give them a chance to comment on the draft EIS.

Meetings are scheduled in March and April:

March 20: Phoenix, Sheraton Crescent Hotel, 2620 West Dunlap Avenue

March 21: Flagstaff, High Country Conference Center, 201 West Butler Avenue

March 22: Kingman, Hampton Inn, 1791 Sycamore Avenue

April 10: Yuma, Yuma Civic and Convention Center, 1440 Desert Hill Drive

April 11: Tucson, Holiday Inn, 4550 South Palo Verde Road

The open house meetings are from 6:30 to 8:30 p.m. A formal presentation will be at 7 p.m. It will include an introduction to the Restoration Design Energy Project, or RDEP, and the alternatives that the BLM is considering. After the presentation, members of the public will be able to make comments.

The RDEP will identify lands across Arizona that may be suitable for renewable energy development and will establish a baseline for environmental protection measures for such projects. The focus is on previously disturbed sites and lands with low resource sensitivity and few environmental conflicts.

As part of the project, the BLM is identifying renewable energy development areas, or REDAs. Those areas would be designated in the BLM’s resource management plans, making the siting and permitting of renewable energy projects more efficient.

Among the considerations for the identification of REDAs:

· Using formerly disturbed sites or lands with low resource sensitivity;

· Limiting renewable development to areas within 5 miles of designated utility corridors and existing or proposed transmission lines;

· Designating lands near cities, towns, or industrial centers;

· Addressing water issues by instituting design features to avoid negative impacts to watersheds, groundwater supply, and water quality;

· Identifying suitable areas for development on BLM-managed lands that have been identified for disposal.

The BLM’s preferred alternative in the draft EIS is for the designation of lands within 5 miles of utility corridors and existing transmission lines or near a point of demand and includes features to protect water resources. It also includes lands identified for disposal. The BLM manages 237,100 acres in Arizona that meet that criteria.

The REDAs could be used for wind or solar projects, both utility-scale (more than 20 megawatts) or smaller distributed-scale development.

In addition to the REDA evaluations, the BLM is also evaluating a solar energy zone near Dateland in Yuma County, Arizona, about 70 miles east of Yuma. The solar energy zone evaluation is a complement to BLM’s six-state Solar Energy Programmatic EIS. The Solar Energy EIS focuses on utility-scale solar development.

In considering establishing the Agua Caliente Solar Energy Zone, the BLM looked for these characteristics:

· an expanse of available BLM land larger than 2,500 acres;

· proximity to an electrical transmission system with available capacity;

· limited known environmental or cultural issues;

· proximity to roads and infrastructure;

· adjacent to existing solar developments.

The RDEP draft EIS analyzes three footprints for the solar energy zone: 2,760 acres, 6,770 acres and 20,600 acres. The 6,770-acre site is the BLM’s preliminary preference.

The RDEP EIS does not evaluate specific sites and does not eliminate the need for further environmental review of individual sites. The BLM will make decisions on a case-by-case basis as applications are received. Proposed renewable developments outside of a renewable energy development area or a solar energy zone will also be considered on a case-by-case basis and are subject to applicable BLM state and national policy being developed for utility-scale solar energy development through the Solar Energy Programmatic EIS.

The BLM is taking comments on the draft EIS through May 16. All comments will be considered and addressed in the final EIS, which is planned for release later this year.

Justice Ryan's burial will be at Arlington National Cemetery Wednesday, March 14

Governor Jan Brewer has ordered the lowering of all flags at state office buildings to half staff from sunrise to sunset Wednesday, March 14, in honor of former Arizona Supreme Court Justice Michael Ryan who will be buried at Arlington National Cemetery.

Justice Ryan spent 24 years on the bench as a superior court and appellate court judge and culminated his career as a Supreme Court Justice. Additionally, he served in the Marine Corps in Vietnam and was the recipient of two Purple Hearts and a Bronze Star.

Individuals, businesses and other organizations are encouraged to join in this tribute.

It’s just that for such a huge amount of money we should have had something wonderful like Star Wars or Lord of the Rings. BLM Celebrates Archaeology Month with Statewide Events

Phoenix The Bureau of Land Management is celebrating Arizona Archaeology and Heritage Awareness Month by offering a series of free events throughout Arizona this month.

March 10 Tours: Historic Empire Ranch House

11:00 a.m. and 1:00 p.m. The event is sponsored by the BLM Tucson Field Office and Empire Ranch Foundation (ERF). Docent-led tours will visit the historic 22-room Ranch House and surrounding buildings. The Empire Ranch House dates to 1870 and is listed on the National Register of Historic Places. The ranch sits at the heart of the BLM’s 42,000-acre Las Cienegas National Conservation Area. Directions: 30 miles southeast of Tucson; take I-10 east to exit 281, Scenic Highway 83 (Sonoita), and go 18 miles to just past milepost 40. Turn left at the sign. March 17 Archaeological Site Tour: West Branch Pueblo and Maze Rock Art Site

10 a.m.–2:00 p.m. The Bureau of Land Management’s (BLM) Vermilion Cliffs National Monument, Friends of the Cliffs, Dixie/Arizona Strip Interpretive Association, and Kaibab-Vermilion Cliffs Heritage Alliance will sponsor a history day and field tour starting at the Condor Viewing Area in House Rock Valley between Marble Canyon and Jacob Lake. View the Condor Release Site on top of the Vermilion Cliffs and see traces of the Honeymoon Trail/Old Arizona Road in the valley. The archaeological field tour of West Bench Pueblo and the Maze Rock Art Site in Vermilion Cliffs National Monument will begin from the Condor Viewing Area at 11 am. The tour includes a short, one mile round trip hike to archeological sites of interest. No reservations are necessary; simply show up at the Condor Release Site. Payson among four towns hosting workshops for the Arizona Trail

Forest Service hosting Arizona Trail Workshops

In Payson the workshop will be held 6:30-8:30 p.m. March 14 at Payson Public Library

ALBUQUERQUE, NM--The 817 mile Arizona Trail was designated a National Scenic Trail in 2009, with the U.S. Forest Service as the lead agency for administering the Trail. It was the dream of Dale Shewalter who envisioned a cross-state trail in the 1970s and walked from Mexico to Utah in 1985. He then successfully promoted the idea and began working with the Forest Service to develop the Trail in the late 1980s. With the help of thousands of hours of volunteer labor, organized primarily by the Arizona Trail Association, the dream of completing the Trail was realized early this year.

Now that it is complete, public input is needed to generate ideas on how to maintain and manage the trail into the future. The Forest Service intends to use this input in preparing a Comprehensive Management Plan.

As the lead agency for managing the Arizona Trail, the U.S. Forest Service is hosting a series of workshops along the Trail during the week of March 12. The purpose is to explain the planning process, describe the existing condition, and listen to ideas from the public on how to improve the Trail.

IIMPACT arrests three suspects in human smuggling operation

Arrests made after DPS executes search warrant at suspected Phoenix drop house

11 undocumented immigrants found

On Tuesday, Feb. 28, Arizona Department of Public Safety IIMPACT detectives with the assistance of the DPS Tactical Unit and Highway Patrol executed a search warrant at 4821 N. 111^th Avenue in Phoenix, resulting in the arrest of 11 people.

IIMPACT received information regarding possible human smuggling at the address in Phoenix and began an in-depth investigation. Surveillance was conducted and the intelligence gathered was enough to pursue the search warrant.

In total, 11 arrests were made. Three suspects were booked into the 4^th Avenue jail on human smuggling charges and the other eight who are UDA’s (Undocumented Aliens) were processed for removal from the United States by ICE (Immigration and Custom Enforcement).

Several items were collected for evidence including handguns and 15 pounds of marijuana.

Pilot of dangerous Superstition Mountain rescue last week involved in three previous rescues

DPS Air Rescue Crew assists in Superstition Mountains

Friday, March 09, 2012 -

On Friday, March 2, at 4:06 p.m, DPS Phoenix Ranger was requested by the Maricopa County Sheriff’s Office to assist in the search and rescue and technical rescue of an injured person 3.5 miles north of the First Water Trailhead in the Superstition Mountains. The injured hiker was trapped 100 feet from the top of the canyon wedged into a tight slot. The Ranger crew flew to the trailhead and started inserting 14 technical rescue crew members from the Central Arizona Mountain Rescue Association (MCSO-CAMRA). The 14 rescuers were dropped east of the rescue scene using a skid. This operation took place at night requiring the air crew to use vision goggles. Ranger remained on standby at the trailhead while CAMRA affected a ground rescue of the patient. When ready, Ranger flew back to the scene and extricated the patient using a litter. The injured hiker was flown to the trailhead and turned over to MCSO and Southwest Ambulance. He was admitted to Scottsdale Osborn Trauma Center.

This mission began shortly after 4 p.m. and ended at about 1:40 a.m.

The hiker identified as Edward Weston, 47, from Washington remains in Scottsdale Osborn hospital in serious but stable condition.

The pilot, Hunter French, was also involved in the rescue of several teens hiking in the White Tank Mountains last week.

It's the sunlight, not solar heat, that produces electricity

The Five Zeros of Solar Electricity

Expert solar advice from Arizona SmartPower’s Solar Coach, Dru Bacon

Tempe, AZ – Solar electricity can be confusing for people who are just learning about it. When trying to explain the renewable energy source, I often focus on the “five zeros of solar electricity,” which help to draw interest, even from skeptics.

The five zeros of solar electricity clearly demonstrate the key benefits that come with installing clean, renewable energy, the first being Zero Fuel Costs. Solar electricity is produced from sunlight and not from solar heat, as many people assume. Rather, an electric current is produced when photons of light strike silicon wafers in the panels. Since sunlight is free, solar power can be generated with zero fuel costs, which results in a high-return investment.

The second zero of solar electricity is Zero Moving Parts. Solar electric panels have no moving parts to lubricate or wear out. This allows manufacturers to guarantee their solar panels for 25 years, and independent observers say that panels will likely have a productive life of 50 years. This goes along with the third zero: Zero Maintenance. Since solar electric panels have no moving parts, no maintenance is required. Even in Arizona, where we deal with dust on a daily basis, my solar panels have required no cleaning in the three and a half years I’ve had them. Rainwater alone does the trick.

In addition to zero maintenance, solar systems require Zero Operating Labor. Most modern conveniences require some attention to ensure proper operation, but not solar panels. I have done nothing to maintain, adjust or fine-tune the operation of my panels because no maintenance or labor is required.

The fifth zero of solar electricity, and possibly the most important, is Zero Emissions. Solar electric systems provide pollutant-free power, since solar panels simply require sunlight to produce electricity. There is nothing to burn, no water to boil and no mechanical turbines to spin. Even the process for producing the high purity silicon wafers has become much more environmentally friendly, making solar electricity guilt-free power. Once homeowners are aware of these five zeros of solar, it’s clear that solar is the best opportunity to zero-out your home energy bill.

Eastbound Interstate 10 has also been reopened at US 191 in Arizona. The eastbound lanes of I-10 were closed to reduce congestion at the New Mexico state line.

Dust storm closes highway from Arizona state line to Las Cruces

SAFFORD – A 132-mile stretch of Interstate 10 is closed from the Arizona state line to Las Cruces, New Mexico, according to the New Mexico Department of Transportation. The highway is closed because of reduced visibility due to a dust storm.

The Arizona Department of Public Safety has closed the eastbound lanes of I-10 at US 191 (exit 352). Drivers will have three options:

▪ Drivers headed to Safford on US 191 will be allowed to do so

▪ Drivers headed to destinations between US 191 and the New Mexico border will be allowed to proceed eastbound on I-10

▪ Other drivers will be required to turn around and return westbound on I-10.

The Arizona Department of Transportation urges drivers to take extra precaution as strong winds can result in sudden periods of limited or zero visibility due to blowing dust, especially in desert areas. Motorists play an important role in safety when operating their vehicles during a dust storm. ADOT and the Arizona Department of Public Safety recommend the following driving tips when encountering a low-visibility dust storm:

▪ Check traffic immediately around your vehicle (front, back and to the side) and begin slowing down

▪ Look for a safe place to pull completely off the paved portion of the roadway

▪ Stop the vehicle in a position ensuring it is a safe distance from the main roadway and not near where any vehicles may travel

▪ Turn off all vehicle lights

▪ Set your emergency brake and take your foot off the brake

▪ Stay in the vehicle with your seatbelts buckled and wait for the storm to pass

▪ Drivers of high-profile vehicles should be especially aware of changing weather conditions and travel at reduced speeds.

High winds, blowing dust could affect driving across Arizona Tuesday

Reduced visibility, possible dust storms could slow traffic

PHOENIX — The National Weather Service has issued a high wind advisory for Tuesday that could impact drivers traveling in southern regions of the state.

A storm system will bring strong winds to Arizona on Tuesday, according to the National Weather Service. Winds between 30-35 mph with stronger gusts up to 60 mph are expected across much of the desert southwest. Travel along highways, including interstates 10 and 8, could be affected by dusty conditions.

Strong winds in excess of 25 mph, with gusts above 40 mph, also are forecast across northern Arizona.

▪ Check traffic immediately around your vehicle (front, back and to the side) and begin slowing down.

▪ Look for a safe place to pull completely off the paved portion of the roadway.

▪ Stop the vehicle in a position ensuring it is a safe distance from the main roadway and not near where any vehicles may travel.

▪ Turn off all vehicle lights.

Public comment period begins March 2 for invasive weeds treatment

Phoenix (March 2, 2012) -- Tonto National Forest officials are seeking comments on an Environmental Assessment (EA) for the treatment of noxious or invasive weeds. The public comment period begins Friday, March 2, 2012, and ends Monday, April 2, at 4:30 pm.

The action is a proposed program of invasive plant management, called integrated weed management, which uses a complete range of tools to control invasive non-native plants, including fire, manual and mechanical techniques, herbicides, cultural methods such as seeding with competitive native species, and use of approved bio-control agents.

“Public involvement at this time is a critical component in developing an effective invasive plant management program,” stated Patti Fenner, Noxious Weed Coordinator. “During this comment period, we are hoping to receive representative viewpoints and suggestions from a cross-section of forest users.”

The proposed action and a summary of the analysis can be obtained at the Tonto National Forest website: www.fs.usda.gov/tonto. Select “Forest Projects” under the “Quick Links” column on the right-hand side of the page.

Suddenlink announces lastest service enhancements

PAYSON, Ariz. (March 1, 2012) – Suddenlink announced today it has launched its new High Speed Internet 20.0 service, Video on Demand (VOD) and TV Caller ID in Payson, Pine and Strawberry.

High Speed Internet 20.0 features a download speed up to 20 Megabits per second (Mbps), which is believed to be the fastest residential Internet service in the area. With the introduction of High Speed Internet 20.0 in Payson, Pine and Strawberry, Suddenlink has completed the launch of 20 Mbps service in substantially all of the Arizona properties it acquired from NPG Cable in April 2011.

Last month, Suddenlink introduced two new High Speed Internet service options for residential customers in Pine and Strawberry with download speeds up to 10 and 15 Megabits per second (Mbps). These services were introduced earlier in Payson.

In another service enhancement, Suddenlink customers with advanced digital TV can now access VOD services by going to Channel 1.

VOD offers thousands of hours of viewing, with many programs in high-definition (HD) format, including movies, sports, news, music and popular cable-network shows. More than a third of the Suddenlink VOD library is free. The rest is available for either a per-view charge or monthly subscription.

VOD allows viewers to order titles of their choice via remote-control, at any time, and have access to those titles for an extended period; typically 24 hours. Viewers can also pause, rewind and fast-forward their choices, much as they do with a VCR (video cassette recorder) or DVR (digital video recorder).

Suddenlink’s VOD library will be regularly updated to make fresh choices available to customers. Also new, Payson, Pine and Strawberry customers will no longer need to find a ringing phone to check who is calling them. They can now see who’s calling on their TV screens. Suddenlink announced the rollout of its new TV Caller ID service free of charge for customers who must have a minimum combination of Suddenlink Phone and Digital TV services to allow TV Caller ID to work.

When the phone rings, a banner pops up across the bottom of the TV screen to indicate who is calling. (Customers have the option to turn off this banner, if they don’t want it.)

Earlier in the area, Suddenlink also completed an upgrade to the superior picture and sound quality of all-digital TV and introduced more than 100 TV channels, including high-definition (HD) channels.

The upgrades are part of a larger program that calls for more than $10 million of capital investments in Arizona and two California communities in 2011 and 2012.

“The provision, which would have prohibited day laborers from blocking traffic when seeking work on public roadways, was put in place as a necessary traffic safety measure. Judge Bolton’s ruling represents an erosion of the State’s ability to regulate public safety.

“This ruling provides yet another reason why I look forward to the Supreme Court providing guidance on the constitutionality of SB 1070. I am confident that, when the case reaches the High Court in April, the constitutionality of SB 1070 will be affirmed. I will continue to fight for this important law and for Arizona’s right to defend itself and the well-being of its citizens.”

DPS State Gang Task Force arrests Vagos Gang members and followers involved in violent encounters in bars

An eight month DPS investigation, Operation 22, results in 11 search warrants, 10 arrest warrants across Mohave County

On Wednesday, Feb. 29, the Gang Intelligence Team Enforcement Mission (GITEM) executed 11 search warrants, along with 10 arrest warrants, at various locations across Mohave County to include Bullhead City, Ft. Mohave, Mohave Valley, Lake Havasu City and Laughlin, Nevada.

The arrests culminated an eight-month investigation into the resurgence of violent crimes related to the Vagos Motorcycle Gang in the Bullhead City area. There have been several incidents where Vagos members and their followers have been involved in violent encounters involving patrons of local bars. The latest incident occurred Dec. 23, 2011, at Lazy Harry’s Lounge in Bullhead City. During this incident, a patron was assaulted, dragged out of the bar, and beaten by several members of the Vagos Motorcycle Gang.

Shortly thereafter, GITEM Mohave Enforcement began its investigation into the incident. This investigation coincided with another investigation into the Lake Havasu chapter of the Vagos Motorcycle gang. The alleged gang members are reported to be involved in assaults, witness intimidation, drug sales, motorcycle theft, and possession of stolen property.

BLM Arizona reports on its fourth law enforcement and resource protection surge

Two-week BLM operation yields 7.5 tons of trash, nearly 4,000 pounds of marijuana seized, 233 illegal immigrants and eight U.S. citizens arrested in Ironwood Forest and Sonoran Desert National Monuments

As part of its continuing battle to protect public lands from illegal border-related activities, the Bureau of Land Management (BLM) in Arizona has completed its fourth law enforcement and resource protection surge since October.

Here are some statistics from the two-week focused operation in the Ironwood Forest and the Sonoran Desert National Monuments:

· 7.5 tons of trash collected in the Ironwood Forest and Sonoran Desert National Monuments.

· 228 law enforcement events

· 3,976 pounds of marijuana seized in 13 different incidents

· 233 suspected undocumented immigrants arrested

· 8 U.S. citizens arrested

The two-week surges bring additional BLM law enforcement rangers to the national monuments. Both monuments, among the most beautiful lands in southern and central Arizona, are used by smugglers of drugs and humans to get to Interstate 8.

The surges are part of a coordinated, focused effort called Operation ROAM (Reclaim Our Arizona Monuments). Under Operation ROAM, the BLM looks at areas in the monuments where the needs are greatest and where law enforcement surges can have the greatest effects.

Under Operation ROAM, cleanup and resource rehabilitation operations are done during the law enforcement surges. Additional manpower means a ranger can be on hand for security. Crews composed of BLM fire personnel and youth employees of the Southwest Conservation Corps (SCC) are mobilized to maximize the cleanup time during the surge.

Melinda Mahoney, a BLM park ranger who does much of her work in the Sonoran Desert National Monument, had a hand in nearly all the trash cleanup. She managed BLM fire crews and the contracted crews from the SCC; together they removed 275 bags of trash.

Mahoney said the cleanup crews find all kinds of things. “We’ve found everything from toothbrushes to underwear to … you name it,” she said.

One of her crew members found what appeared to be a 40-pound bale of marijuana. Another found an automatic rifle, along with loaded magazine clips.

Cellphones are a common find.

Those kinds of things are turned over to investigators who check them for intelligence data.

Much of the trash came from areas near Interstate 8. One of the areas where Mahoney’s crews worked had been cleaned about a year ago. This year, they gathered 120 bags of trash, most of it new stuff, Mahoney said.

That’s an indication that while strides are being made, the fight is ongoing.

Another law enforcement surge in the monuments is now underway. Two more are planned before hot weather forces a sharp decline in illegal activities.

Still, Mahoney is optimistic. “I think we’re making a difference. We’re hearing from the rangers, especially those that are returning from last year, that it looks a lot cleaner,” she said.

Payson, Ariz. (February 28, 2012) – Tonto and Coconino National Forest officials announced today that a portion of Fossil Creek Road (Forest Road 708) will remain closed until next year.

The road is closed from 1/2 mile west of the Fossil Creek entrance to the Upper Fossil Springs Trailhead extending west and down canyon to immediately east of the Waterfall Trailhead (old Flume Trail Trailhead).

The original temporary closure began last November.

Forest officials have decided to extend this closure order in order to find solutions to the ongoing rock slides on FR 708, requiring temporary closures for repair, and to better manage the gridlock traffic conditions at Fossil Creek due to the exponential increase in recreational use over the past several years.

Access will continue to be available from the Camp Verde side off Highway 260; however, forest staff plan to limit access into Fossil Creek during high-use periods. Forest officials will be closing and staffing FR 708 on the Coconino/Camp Verde side as the area becomes saturated with vehicular traffic. A signing plan is being developed to direct public access and will be implemented as soon as possible.

“Five years ago, the summer season (Memorial Day – Labor Day) figures were approximately 20,000 visitors per year. Now there are approximately 90,000 visitors per season,” stated Angie Elam, Payson district ranger. “It results in a gridlock during high visitor use that makes emergency responses challenging or impossible. The gridlock threatens the health and safety of everyone. We need to figure out how to make this a safe and enjoyable recreation experience for our visitors and our employees who work there.”

Forest officials continue to assess the safety and maintenance issues of Forest Road 708 on the Tonto (Strawberry area) side due to ongoing rock slides. “Any time there’s moisture, this road becomes unstable. This is an ongoing safety issue due to the unpredictable condition of the road. More studies are needed to address this threat to public health and safety which will be included in the Comprehensive River Management Plan that should be finished in the next year,” continued Elam.

A final determination for management of FR 708 on the Tonto side will be made through the National Environmental Policy Act (NEPA) process currently underway. Mesa, Ariz. (February 27, 2012) –Forest officials, partnering with REI, have announced a major cleanup event to take place on Saturday, March 10, 9 am – 1 pm in the Sugarloaf area. The Sugarloaf area is a popular site on the Mesa Ranger District for recreational shooting and Off-Highway Vehicle (OHV) use.

“With a clean-up of this type, volunteers will typically remove 20-30 tons of trash and debris from the forest,” said district ranger Rocky Gilbert. “Our focus will b on the areas west of Arizona State Route 87 (Beeline Highway), adjacent to the Forest Road 402 (Sugarloaf Road) for this event.”

“We are grateful for the assistance of the REI in spearheading and supporting this event. The support of volunteers is invaluable to us. We also appreciate Waste Management providing free roll- off and disposal services,” Gilbert said.

Volunteers will meet and sign in at the Sugarloaf staging area, approximately ½ mile west of Highway 87, near mile marker 204. Follow Highway 87 north to Sugarloaf Road (mile marker 204) and turn west onto Sugarloaf Road. High clearance trucks are recommended but not required.

Volunteers should wear closed-toe shoes, long pants/long sleeve shirts, and bring gloves. “Since we will be working to clean up shooting pits near Sugar Loaf, it would helpful if volunteers could also bring rakes, shovels, and magnetic brooms,” Gilbert said.

At the end of the event, REI will provide a meal and have give-away drawings for the participants.

Mesa Ranger District is about 444,000 acres, which includes the Superstition and Four Peaks Wilderness areas and a portion of the Mazatzal Wilderness. Popular recreation sites include The Rolls OHV Site, Sycamore Creek, Canyon Lake, Saguaro Lake, and the Lower Salt River.

PHOENIX – The National Weather Service has issued a high wind advisory for today that could impact drivers traveling in all regions of the state.

A Pacific storm system will bring strong southwest winds to Arizona late this morning with increasing wind speeds in the afternoon. Gusty winds as high as 25-40 mph, including gusts up to 55-65 mph, are predicted in Northern Arizona. In southern Arizona, southwest winds from 25-35 mph, including wind gusts up to 45 mph, could impact drivers traveling on Interstate 10 and Interstate 8.

The Arizona Department of Transportation urges drivers to take extra precaution as strong winds over desert areas can result in sudden periods of limited or zero visibility due to blowing dust. Motorists play an important role in safety when operating their vehicles during a dust storm. ADOT and the Department of Public Safety recommend the following driving tips when encountering a low-visibility dust storm:

Check traffic immediately around your vehicle (front, back and to the side) and begin slowing down.
Look for a safe place to pull completely off the paved portion of the roadway.
Stop the vehicle in a position ensuring it is a safe distance from the main roadway and not near where any vehicles may travel.
Turn off all vehicle lights.
Set your emergency brake and take the foot off the brake.
Stay in the vehicle with your seatbelts buckled and wait for the storm to pass.

ADOT, along with DPS, will continue to work as a public safety team to support Arizona’s highways and drivers and will closely monitor conditions on the highways while maintaining driver safety.

Drivers planning trips tomorrow are urged to monitor travel conditions by calling 5-1-1 within Arizona, 1.888.411.ROAD outside the state, or at www.az511.gov. ADOT Traffic Operations Center will post advisory messages on sign boards with the dust storm warning information.

Because weather conditions can quickly evolve, drivers are encouraged to regularly check in with ADOT’s Traveler Information Service. Motorists should delay or detour travel plans if necessary.

Governor Jan Brewer has ordered the lowering of all flags at state office buildings to half-staff from sunrise to sunset on Monday, February 27, 2012, in honor of Petty Officer 3^rd Class Kyler L. Estrada, 21, of Maricopa, Arizona. Funeral services will be held Monday in Queen Creek.

Petty Officer 3^rd Class Kyler L. Estrada died February 14 as a result of a non-combat related training incident in Djibouti. He was assigned to the 11^th Marine Expeditionary Unit based at Camp Pendleton, California.

"The close association of the film makers and actual Navy Seals must have contributed to the realism and excitement of the battle scenes, which happen frequently. These are some of the most engaging battle scenes ever done. There is an intensity and immediacy that is unparalleled. The film shows in some detail just how good the Seals are at their job.

"And there is the rub. It is jarring and distracting whenever the warriors speak their lines. It is hard for anyone to act in a way that is convincing to the viewers. That’s why actors generally begin their studies in high school and often continue to hone and perfect their craft throughout their careers. The warriors are not actors, which is quite clear whenever they speak. Sadly for the viewer, the Seals are heroes, not actors.

He had deployed three times to Iraq, and was scheduled to deploy to Afghanistan with the other Marines killed in the exercise. In honor of Capt. Anderson’s service and sacrifice, I have ordered that flags at all state buildings be flown at half-staff Saturday, February 25, 2012, from sunrise until sunset.

Coconino County Sheriff's Office seeks information on murder of James Willard Clayton

On Oct. 2, 2011, Coconino County Sheriff's Office deputies responded to Camp 16 on the Boquillas Ranch north of Seligman after 56-year-old James Willard Clayton was found dead in his residence. It was later determined that Clayton had been shot once in the chest on or about Sept. 30. The CCSO is seeking information related to the murder of Clayton and encourages the public to contact Silent Witness at 1-800-932-3232 with information. A reward of up to $5,000 is being offered for information leading to the arrest and/or prosecution of the suspect in this case.

Health reform law provides coverage for some 50,000 Americans with pre-existing conditions

Pre-Existing Condition Insurance Plan saves lives

Health and Human Services Secretary Kathleen Sebelius today announced that the new health care law’s Pre-Existing Condition Insurance Plan (PCIP) program is providing insurance to nearly 50,000 people with high-risk pre-existing conditions nationwide. The Department released a new report demonstrating how PCIP is helping to fill a void in the insurance market for consumers with pre-existing conditions who are denied insurance coverage and are ineligible for Medicare or Medicaid coverage.

“For too long, Americans with pre-existing conditions were locked out of the health care system and their health suffered,” said HHS Secretary Kathleen Sebelius. “Thanks to health reform, our most vulnerable Americans across the country have the care they need.”

Under the Affordable Care Act, in 2014, insurers will be prohibited from denying coverage to any American with a pre-existing condition. Until then, the PCIP program will continue to provide enrollees with affordable insurance coverage.

PCIP is helping individuals like:

· Randy Morales, of Mi-Wuk Villlage, California (Tuolumne County), a small business owner. Randy and his wife Judy had dropped their individual health insurance policies a few years ago because of the cost. In the fall of 2010, Randy was diagnosed with invasive squamous cell cancer in his throat. Uninsured and uncertain of how to pay for treatment, Randy called HIAS looking for coverage options. The call specialists told him about the PCIP program in California, and he was able to enroll in time for coverage to take effect so he could have necessary surgery. After 35 radiation treatments and seven rounds of chemotherapy, in October 2011 Randy was told he is in remission. He estimates that his treatment cost more than $135,000, and there’s no way he could have paid for that out of pocket. He continues to receive follow-up care every six months and finds the program to be very user-friendly.

“When I was diagnosed, I was told it was stage 4d. Stage 4e is dead. And to come back from that diagnosis where I was told to get my life in order to where I’m sitting here in remission is a total 180 degree change in my mindset. PCIP was a life saver,” Randy said.

· Gail O’Brien of Keene, New Hampshire who is now getting help with non-Hodgkin’s lymphoma treatments and is responding very well.

· James Howard of Katy, Texas who is grateful for the coverage the PCIP program is providing to treat cancer and says that without it, he would not have been able to continue receiving care.

In many cases, PCIP participants have been diagnosed with and need treatment for serious health care conditions such as cancer, ischemic heart disease, degenerative bone diseases and hemophilia. As a result of the new law, PCIP enrollees are receiving health services for their conditions on the first day their insurance coverage begins. Their critical need for treatment, combined with their lack of prior health coverage has led to higher overall per-member claims costs in state-based PCIPs of approximately $29,000 per year, which is more than double the per member cost that traditional State High Risk Pools have experienced in recent years.

Enrollment in PCIP has seen a nearly 400 percent increase from November 2010 to November 2011. PCIP enrollment is anticipated to trend upwards of 50,000 enrollees within the coming month.

People who enroll in the PCIP program are not charged a higher premium because of their medical condition. Program participants pay comparable premium rates to healthy people in the individual insurance market. By law, premiums may vary only on the basis of age, geographic area and tobacco use.

PCIP provides comprehensive health coverage, including primary and specialty care, hospital care, prescription drugs, home health and hospice care, skilled nursing care, preventive health and maternity care. The program is available in 50 states and the District of Columbia and open to U.S. citizens and people who reside in the U.S. legally (regardless of income) who have been without insurance coverage for at least six months, and have a pre-existing condition, or have been denied health insurance coverage because of a health condition.

The Affordable Care Act directed the Secretary of HHS to carry out PCIP either directly or through a contract with a state or nonprofit entity. In 27 states, a state or nonprofit entity elected to administer PCIP, while HHS operates the program in the remaining 23 states and the District of Columbia.

Mesa, Ariz. (Feb. 22, 2011) Floating masses of vegetation at Saguaro Lake have been recently observed. These masses of vegetation can vary in size, but the largest ones can be very hazardous if they are hit at speed with a watercraft.

Routine traffic stop near Eloy turns up 19.5 pounds of meth, 12 pounds of cocaine

DPS officers uncover false compartment in vehicle, drugs valued at $300,000

On Tuesday, Feb. 21, at about 7:10 p.m., an Arizona Department of Public Safety (DPS) officer stopped a 1997 BMW four-door sedan for speeding in a construction zone and for following another vehicle too closely. The traffic stop took place along Interstate 10 near Eloy.

According to information from the DPS, the driver agreed to a search of his vehicle. A false compartment had been installed in the rear floorboard of the vehicle. Inside the compartment, officers found 12 packages of methamphetamine totaling 19.5 pounds. Four packages of cocaine were also discovered in the false compartment, totaling about 12 pounds. The combined street value of the drugs is about $300,000.

The driver of the vehicle, Ricardo Siqueiros, 32, of Nogales, Ariz., was arrested and booked into the Pinal County Jail on the following charges: possession of dangerous drugs for sale, transportation of dangerous drugs for sale, possession of narcotic drugs for sale and transportation of narcotic drugs for sale.

Siqueiros told officers he is employed as a teacher at a charter school in Nogales, Ariz.

Multi-agency effort at Waterholes Canyon rescues stranded German tourist

35-year-old hiker, stranded for 2 1/2 days, reported missing by his wife in Zurich, Switzerland

Flagstaff, AZ- In a joint effort between The Coconino County Sheriff’s Office, Page Fire Department and the Arizona Department of Public Safety, a German tourist was rescued out of Waterholes Canyon on Monday after having been trapped in the canyon for two and a half days. Waterholes Canyon is a difficult slot canyon some five miles south of Page and is a tributary to the Colorado River .

On Monday, Feb. 20, at about 2 a.m., the CCSO received a report of a possible missing hiker in the Waterholes Canyon area approximately three miles south of the city of Page , AZ.

The 35-year-old man, of Zurich Switzerland, entered the canyon about noon on Friday with the intention of going just beyond the first rappel. He carried one short length of rope that he used to go down the first dry waterfall. He sustained rope burns to his hands during this maneuver and was then unable to climb back up the rope to return to his vehicle. He also injured his ankle at this time. The injured hiker continued down the canyon using other ropes that he found hoping to reach the Colorado River . When he came to a 400 foot drop, he knew he was stuck in the canyon. With no cell phone reception, he began to wait for rescue.

The hiker’s vehicle was located at the canyon trailhead near Hwy 89 at milepost 542 by the Navajo Police Department earlier that morning after receiving a missing person report from the subject’s wife in Switzerland.

A supervisor for the Page Division of the CCSO and an Arizona Department of Public Safety officer responded to the rim of Waterhole Canyon and began walking to known locations and calling out to the overdue hiker. At about 5:45 pm, just beyond the second set of drop-offs, the deputy and officer made voice contact with the hiker. Meanwhile CCSO Sheriff’s Search and Rescue personnel were activated and their technical rescue team was en route to the area. DPS Air Rescue out of Flagstaff was also called for assistance. When rescuers arrived at the scene, they were quickly met by Page Fire and a Unified Command was established.

Eventually three rescuers descended into the canyon and established contact with the victim. He was evaluated and treated for his injuries and also given warm dry clothing and warm fluids. The hiker was then assisted back to the rim of the canyon and taken to a Page hospital for treatment of his injuries. He was later transferred to Flagstaff Medical Center for continued evaluation and care.

In all, 21 responders were on the scene and spent approximately 215 combined hours on this mission, utilizing six full-sized vehicles, two UTVs and one helicopter during the rescue.

Attorney General Tom Horne agrees to take on independent investigation of Babeu

Gila County Sheriff and County Attorney turn down request, state they don't have resources to conduct investigation of allegations against Babeu at this time.

According to information from Sheriff Paul Babeu's office, the Congressional District Four candidate and sheriff of Penal County spoke earlier today with Gila County Sheriff John Armer and County Attorney Daisy Flores, asking them to complete the investigation into allegations of improper conduct against him.
Babeu, an avid spokesman against illegal immigration, has admitted to being gay, but denies threatening his Hispanic ex-boyfriend with deportation to keep him quiet about their relationship.

Armer and Flores had stated they would conduct the investigation, but after further review, said they did not have the resources to do so at this time. Babeu then spoke with Attorney General Tom Horne who agreed to take on the independent investigation, including allegations against Babeu's ex-boyfriend of human rights violations, threatening and intimidating, misuse of public resources, identity and property theft, fraud and impersonation.

Babeu said, "Attorney General Tom Horne is the top prosecutor in the state. I feel that he and his staff will conduct this comprehensive investigation into all allegations made against me and my office, as well as possible crimes committed against me."

BLM law enforcement patrol yields archaeological find

"An interesting rockpile" was a site where ancient people lived and farmed.

A law enforcement officer’s background in archaeology has paid off for the Bureau of Land Management (BLM) and those concerned with recording and protecting cultural and historic sites.

BLM Ranger Grady Cook was on patrol in the Ironwood Forest National Monument in November. His partner was BLM National Chief Ranger Jason Caffey, who was in Arizona participating in a law enforcement surge against smuggling activities in the national monuments.

“We had seen a smuggling road and just followed it to see where it went, to see if there was anything out there worth looking at, anything stashed up,” Cook said. The patrol was uneventful, but on the way out, Cook saw an interesting rockpile.

Cook, who now is chief law enforcement ranger for the BLM’s Gila District Office, has a degree in anthropology and archaeology. He worked as an archaeologist during and for a while after college. He still works closely with the BLM archaeologist in Tucson.

Because of that background, Cook knew that it was more than a rockpile. “I knew it was something historic, most likely prehistoric. I wandered around a little bit to see if it was just an isolated feature or something bigger and I saw several other features,” he said.

What Cook had discovered was a site where an ancient group of people likely lived year-round and farmed.

In keeping with federal law and policy of protecting cultural sites from looters, the BLM is not providing specific information on the site’s location. Federal laws, including the National Historic Preservation Act and the Archaeological Resource Protection Act, make it a crime to disturb or damage such sites.

Cook advised Amy Sobiech, the Tucson Field Office archaeologist, of his find. She reviewed records and found that the site had not been previously recorded. In other words, this old site was new territory for archaeological study.

Sobiech and Cook took a closer look at the site in January. Then in early February, about 20 people – archaeologists, land managers, law enforcement officers and others – gathered to make a more detailed exploration of the site.

What they learned is that there is a lot more to learn. Sobiech said that the site’s boundary has not even been firmly established yet. That will be a priority for her. Then comes mapping and documenting what’s within the boundaries. BLM staff and law enforcement rangers will monitor the site regularly to make sure it remains undisturbed.

Michael Johnson, the archaeology program lead in the BLM Arizona State Office in Phoenix, said the site was probably used by successive groups of prehistoric Hohokam people over perhaps 200 years. “It may have been several small sites that were reoccupied over time. That’s what makes it so wonderful,” he said.

Sobiech and Johnson and others familiar with the culture and the history of southern Arizona are excited about the opportunities to learn from the site.

For Cook, the site offers another opportunity to educate his officers in protecting sites and artifacts – a key part of their jobs.

During the exploratory visit in early February, Cook trained several rangers that were in the area on temporary assignment from other states and other parts of Arizona. The rangers were working in the Ironwood Forest National Monument and the Sonoran Desert National Monument to combat smuggling and the associated damage to natural and cultural resources. Operation Reclaim Our National Monuments (ROAM) draws rangers from throughout the BLM for two-week surges during the peak season for smuggling operations. The increased workforce means more patrols and more opportunities for catching lawbreakers. It also means more security for cleanup and resource rehabilitation operations.

On the day in early February, the law enforcement intent was to ensure safety for those exploring the newly found site. But it was also to educate the rangers.

Cook walked around the site and showed the rangers different artifacts that were evident to him: pottery sherds and chipped stones. “Almost unanimously, the comments from the other rangers were ‘how do you even know? … I wouldn’t know what that was’,” he said.

But after a bit of explanation and training, the rangers were finding objects on their own and pointing them out to Cook.

That’s a valuable experience for the rangers, Cook said.

“If you’re not used to seeing those things, if you haven’t been trained in it, then you don’t know what you’re looking at,” he said. “You can’t protect something you don’t know about.”

Caffey appreciated being part of the find.

“I don’t want anything out there damaged. I want everything to be as pristine as possible,” he said. “Finding this site in a location so exposed to damage by the impacts of illegal smuggling, yet still undamaged, confirmed that all the efforts and sacrifices by rangers really are beneficial to the public lands. Getting Ranger Cook’s firsthand interpretation of the site and glimpse into the past was a great added bonus.”

He added, there is a distinct difference in the loss of a single mesquite tree and the potential danger to a major archaeology site from greedy people, whether they are smugglers who care nothing about historic artifacts or looters who care nothing about preserving sites.

“It’s nice to have some firsthand evidence of exactly what you’re trying to protect,” he said.

Phoenix – Phoenix Officer Anthony “Tony” Daley was shot November 26, 2011 at 0051 hours while investigating a trespassing call. Officer Daley was shot in the lower left abdomen. He is still under medical care and unable to work. Following the shooting, the Phoenix Law Enforcement Association (PLEA) along with the Phoenix Police Department had serious concerns about the reliability of the type of vest that Officer Daley was wearing. They submitted a similar vest to an independent laboratory, Oregon Ballistic Laboratories, to determine the safety of PLEA members who wear these vests. The results? PLEA has great concerns about the type of ballistic vest Officer Daley was wearing the night he was shot.

“Our officers go out every day with their vests on to protect them from what they encounter in these increasingly dangerous times. They count on these vests to help them get home to their families every day just as the public counts on law enforcement officers to protect them from the dangers in our society,” Joe Clure, PLEA Board President stated. “We have not been able to examine the vest that Officer Daley was wearing because it is still being held as evidence. As PLEA President, my primary concern is with the safety and well-being of my members. Oregon Ballistic Laboratories understood these concerns about this vest and completed the tests February 16, 2012, using National Institute of Justice (NIJ) protocols and the vest failed. We do not feel confident in sending our officers out in these vests.”

PLEA, founded in 1975, represents more than 2,300 rank and file officers of the Phoenix Police Department.

Salazar Advances Blueprint for Renewable Energy Development in Arizona

Public invited to comment on draft document that seeks to identify previously disturbed public lands appropriate for solar and wind development

WASHINGTON – As part of President Obama’s initiative to spur renewable energy development, the Department of the Interior’s Bureau of Land Management (BLM) today released the draft plan for the Restoration Design Energy Project (RDEP). The initiative seeks to identify lands across Arizona most suitable for wind and solar power projects, with a focus on areas that are previously disturbed or have low natural and cultural resource conflicts.

Today’s publication of a notice of availability in the Federal Register marks the beginning of a 90-day public comment period on the BLM’s Draft Environmental Impact Statement (EIS) on the Project. The Draft EIS, including maps, will be made available online at http://www.blm.gov/az/st/en/prog/energy/arra_solar.html.

"With some of the most significant solar resources in the world, Arizona has great potential to build a strong renewable energy economy,” Secretary of the Interior Ken Salazar said. “This blueprint for Arizona will help focus activity in the places where it makes the most sense to develop renewable energy, both for the companies and for the environment. Early, comprehensive analysis of things like resource potential, transmission, and environmental conflicts is simply good government. I am confident this smart planning will pay dividends for the state now and far into the future.”

The Project seeks to establish Renewable Energy Development Areas on lands that are previously disturbed or have low resource sensitivity, including former landfills, brownfields, mines, isolated BLM parcels, and Central Arizona Project canal rights-of-way. The Draft EIS also proposes a baseline for environmental protection measures for facilities sited in these areas. The Areas could be used for wind or solar projects, both utility-scale (more than 20 megawatts) or smaller distributed-scale development.

While the final plan will only apply to BLM-managed lands, the Draft EIS examines all lands in Arizona and can serve as a resource for the public, policy makers, and energy developers.

The preferred alternative identified in the Draft EIS calls for designating lands within five miles of utility corridors and existing transmission lines or near a point of power demand, such as a city, town or industrial area; and addresses water issues by instituting design features to avoid negative impacts to watersheds, groundwater supply, and water quality.

The BLM manages about 237,100 acres in Arizona that meet these criteria. If adopted, the preferred alternative would amend several BLM resource management plans in the state to provide directed, landscape-scale planning for future solar and wind projects and allow for a more efficient permitting and siting process.

The Restoration Design Energy Project complements a parallel process being undertaken by the BLM to conduct a comprehensive environmental analysis to identify ‘solar energy zones’ on public lands in six western states, including Arizona. As part of RDEP Draft EIS, the BLM is evaluating an additional Solar Energy Zone, Agua Caliente. If adopted, the BLM’s preferred alternative would designate a 6,770 acre Zone near Dateland in Yuma County, about 70 miles east of Yuma.

Previous public comments on the Restoration Design Energy Project were gathered in 2010, when the BLM held a series of scoping meetings to help determine what should be evaluated in the EIS. At that time, more than 60 specific disturbed sites were identified in 11 Arizona counties that are included in the analysis of potential Renewable Energy Development Areas.

Completion of the EIS for the Restoration Design Energy Project does not eliminate the need for further environmental review of individual sites. Proposed renewable developments outside of a Renewable Energy Development Area or a Solar Energy Zone will also be considered on a case-by-case basis and are subject to applicable BLM state and national policies for utility-scale solar energy development.

Public meetings on the Draft EIS will be held throughout Arizona during the public comment period. Residents can learn about the Restoration Design Energy Project and comment on the draft EIS at the meetings listed below, which will be held from 6:30 p.m. to 8:30 p.m.

"The Vow" gets 3 solid Sawblades

Movie Reviewer Andy McKinney says, "One of the things that occurred to me right from the opening frames of this movie is just how blessed we are in the expertise of our Hollywood magic makers. This is not an important film, in the big picture. But it is good entertainment, which is no small thing. This is a very smooth, very professional, quite well done film from a technical point of view. The camera shots are appropriate, the acting just fine and the direction unobtrusive but effective. This is a fine example of good, solid movie making which makes no claims at greatness.

The writer/director Michael Sucsy has made an emotionally satisfying film that will please many people. This is not at all bad for a first time director and a first time writer. He has reason to be proud."
