2011 Memorial Day Weekend

Coconino County, Deputies in the Flagstaff, Williams, Page Districts and their substations
responded to multiple calls for service and initiated many contacts with the public over the
Memorial Day weekend Friday May 27 – Monday May 30. During this time, Deputies
conducted 201 Traffic Stops over the Memorial Day Weekend. These included approximately 42 contacts with Off Highway Vehicle (OHV) operators. For OHV contacts, deputies made special efforts in educating operators on safety. High winds over the weekend resulted in several public accidents and fire related calls. Search and Rescue personnel also responded to several call outs. Historically holiday weekends attract large numbers of people to northern Arizona forests and campgrounds for outdoor recreational activities, including off road activities. Law enforcement experiences increased calls for service, including medical emergencies, accidents, and lost individuals.

5/29/11 – Tree blew down in the wind damaging two homes in Mountainair

5/27/11 – Fifth wheel trailer fire that spread to surrounding forest
5/28-5/29/11 – Responded with Forest Service and local Fire Districts to multiple calls for
campfires and yard cleanup burns that needed assistance in being extinguished due to high winds or that were of concern to neighbors.
Search and Rescue Related Calls:
On the afternoon of 05/27/11 deputies responded to a report of an overdue hiker near Sawmill Spring. Shortly after a deputy arrived the overdue subject was brought back to camp by another camper who had located him.
On the evening of 05/27/11 the Blue Ridge deputy responded to a report of an overdue ATV rider off of FS211F. Before SAR could deploy the rider returned on her own.
On the morning of 05/28/11 Williams Patrol deputies and SAR responded to a report of a dementia patient that had walked away from a residence in Junipine Estates between in the early morning hours. Deputies began a search of the area and SAR began to respond to the scene. Before SAR arrived on scene, a passerby saw the subject under a tree south of his residence. Deputies and one SAR member went to that location and helped to extricate him from the brush so that he could be transported to the hospital.
On 05/28/11 at approximately 11:30 am Coconino County Sheriff’s Office Search and Rescue received a call from AZ DPS about a fall injury at Mooney Falls in the Havasupai Reservation. It was believed that a helicopter technical rescue might be necessary. A CCSO SAR Coordinator responded as the heli-rescue technician and met DPS Phoenix Ranger at the Flagstaff Airport. Due to the high winds it was uncertain if a helicopter based technical rescue would be possible, so the Coconino County Sheriff's Search and Rescue Technical Rescue Team also was dispatched from Flagstaff. With the heli-rescue technician on board, Phoenix Ranger flew to Supai Village where more information was gathered from the local law enforcement. It was determined that the helicopter could land at the base of Mooney Falls and load the patient without the need for a technical rescue. The DPS helicopter landed at Mooney Falls and the patient was carried to the helicopter and then flown to Hualapai Hilltop to meet Guardian Air Transport who then flew the patient to Flagstaff Medical Center.
On 05/28/11 at approximately 4:00 pm, we received a report of a fall injury in Waterholes
Canyon south of Page. Page Patrol deputies and Page Fire Department responded and requested CCSO Search and Rescue Technical Rescue Team respond. DPS Air Rescue also responded but determined that a helicopter technical rescue was not possible due to the windy conditions. The CCSO SAR Coordinator requested additional assistance from the National Park Service at Glen Canyon National Recreation Area. The patient had fallen approximately 100 feet and was located approximately 400 to 500 feet below the rim of the canyon. A Page Fire Department paramedic scrambled down to the patient. At the top of the canyon, a technical raising system and rescue belay were set-up and personnel from Coconino County Sheriff's Office, Coconino County Sheriff's SAR Technical Rescue, Page Fire Department, the National Park Service, the Bureau of Land Management, and Classic Air Ambulance worked together to raise the patient and the paramedic to the top of the canyon and then load the patient into the air ambulance for transport to Flagstaff Medical Center at approximately 2100 hours. SAR personnel and Page Fire personnel then assisted the remaining uninjured members of the canyoneering party from the bottom of the canyon to the rim. This rescue was truly a great example of interagency cooperation in a challenging environment.
On 05/28/11 while the rescue in Waterholes Canyon rescue was taking place, a call for a lost hiker near Ashurst Lake came into CCSO. A CCSO Corporal who is also an assistant SAR
coordinator fielded the call and conducted a hasty search in the area. The Corporal located the missing hiker and reunited him with the rest of his party.
On the morning of 05/29/11 CCSO received a report of a canoeing accident at Willow Springs Lake. A canoe had overturned on the lake. The victim responded to assist in a separate craft and also overturned. Two of the passengers were able to make it out of the lake but the third was missing. A deputy from the Forest Lakes area and Forest Lakes Fire Department responded to the scene. CCSO Search and Rescue was requested to respond to assist with the search. The CCSO SAR Coordinator arranged for the CCSO Dive Rescue Team and members of the NPS Glen Canyon Dive Rescue Team to respond. An underwater search was conducted into the evening of 05/29/11 and then suspended at nightfall for the third person who was presumed to have drowned. The search resumed on the morning of 05/30/11 and the missing subject was located deceased at approximately 4:00 pm. The drowning victim has been identified as Saul Olivarez, 40 years old of Surprise, AZ.
On 5/30/11 at approximately 9:00 pm, CCSO received a call of separated hiking parties on the Humphreys Peak Trail. Deputies responded and located both parties who were all on the trail.
Other Reports:
On 5/27/11 CCSO responded to an emergency medical call at a campground in Blue Ridge. A 30 year old woman was transported to the hospital in Strawberry where she died. Her death is under investigation by the Gila County Medical Examiner. The deceased has been identified as Patricia Hankins from Peoria, AZ.
On 5/28/11 Page Deputies responded to a report of a boating accident in which a five year old male was injured. The accident occurred in Navajo Canyon. The five year old was still in the water when the motor was started. The propeller amputated several toes of the boy’s foot. The child was initially transported to the Page Hospital.
On 5/29/11 Deputies arrested kidnapping suspect William Ronald Burns on a felony warrant out of Riverside, CA at Fort Tuthill. Also arrested was Sharon Diane Joyce for custodial interference, false reporting, and hindering prosecution. The three year old victim was located unharmed.

0008: Deputies responded to a report of an illegal campfire near FS Road 64, Control Road. The subjects were contacted and they put the fire out.
0153: A deputy conducted a business check in Star Valley.
0231: A deputy responded to a residential alarm at a residence in Strawberry. Upon arrival the residence and the area were found to be secure.
0247: Gila County Sheriff’s Office deputies responded to a disturbance in Christopher Creek. The parties were separated for the night.
0942: A deputy responded to an animal problem on Highway 188 at mile post 243. A report was taken.
1041: A sergeant responded to a residence in Tonto Basin for a neighbor dispute. The matter was resolved civilly.
1108: Gila County Sheriff’s Office deputies and an Arizona Game and Fish unit assisted, United States Forest Service law enforcement officers on Forest Service Road 64.
1241: The Gila County Sheriff’s Office, Tonto Rim Search and Rescue, the Payson Mounted Posse assisted Pine Strawberry Fire Department with a medical at Fossil Creek waterfall.
1309: Deputies responded to the pit at the end of Graff Road for reports of shots fired. The shooters were contacted and advised of fire restrictions and left the area.
1311: A deputy responded to Pine for a report of shots fired. Upon arrival the deputy did not hear any shots fired.
1440: A Gila County Sheriff’s Office deputy assisted the Tonto Basin Fire Department on a medical at Coati Loop, Cholla Campground.
1520: Deputies responded to a residential alarm in Star Valley. The residence was secure.
1916: A deputy responded to a neighbor dispute in the East Verde park area. The subjects were separated and no report was taken.
1955: Deputies assisted the Arizona Department of Public Safety in trying to locate a reckless driver on Highway 188 in the Tonto Basin area. The deputies were unable to locate the vehicle.
2035: A deputy assisted a motorist with a flat tire at the junction of Highway 87 and Highway 188.
2037: Deputies responded to a disturbance call in the Strawberry area. The subjects were separated for the night and no report was taken.
2102: A deputy responded to the Bear Flats area for a report of several campfires. All campfires were extinguished and the campers were reminded that there are fire restrictions in effect.
2125: A deputy, along with a United States Forest Service Officer responded to a noise disturbance in the Bermuda Flats area of Roosevelt Lake. A subject was detained for being disorderly. After the subject calmed down, the deputy gave him a verbal warning and explained the noise ordinances.
2148: A deputy responded to a loud music complaint at a business in the Tonto Basin area. The music was turned down and no report was taken.
2317: A deputy assisted the Payson Police Department with a disturbance in the Payson area. A report was taken.

1102: The Gila County Sheriff’s Office, the Department of Public Safety and the Pine Strawberry Fire Department responded to a fatal accident on Highway 87, at mile post 262. The driver of the vehicle was pronounced deceased on scene.
1237: Deputies responded to a business in Young for a report of stolen property. Upon investigation the report was unfounded.
1402: A deputy removed a traffic hazard from Highway 260 near Lion Springs Road.
1416: A deputy checked welfare of a stranded motorist on Highway 260 near Colcord Road.
1426: A deputy responded to a residence in Pine for a welfare check. The homeowner was fine.
1449: Deputies assisted a stranded boater on Lake Roosevelt.
1538: Deputies responded to a business in Roosevelt for a report of fraud. The subjects were contacted and the matter was resolved. No fraud occurred.
1601: A deputy responded to a report of a stray canine in the Star Valley area. The canine was returned to its owner.
1655: A deputy assisted a citizen with a civil issue. No report was taken.
1727: A deputy responded to a report of a suspicious vehicle in the Tonto Basin area. The vehicle was inspected and nothing suspicious was found.
2029: Deputies assisted the Payson Police Department with a disturbance in the Payson area. No report was taken.
2249: A deputy assisted the Payson Police Department with an arrest in the Payson area. No report was taken.

Arrests:
Scott Young age 46 of Strawberry Arizona was arrested for aggravated assault.
Chanton Chambers, age 23 of Payson was arrested on a warrant for failure to comply with a court order.
Talisa Thiele, age 22 of Payson was arrested on a warrant for failure to pay a fine.
Interest:
0100 hours Deputies received a cellular phone call from an unidentified female asking for help. Through the assistance of GPS services the woman was located in the area of the dirt extension of Hardscrabble Mesa Rd. outside of Pine AZ. As a result Scott Young was also taken into custody and booked into the County jail at Payson.
1300 hours today a Deputy had to respond to the Young area and issue a citation for a violation of the fire ban to a property owner upset with the regional fire ban order. This was after the individual set a fire in defiance to the order.
1537 hours subject Talisa Thiele was contacted on Bonita St. in Payson and was arrested on a valid warrant.
1658 hours while Deputies conducted a traffic stop at the Sawmill Center Chanton Chambers was arrested on a valid warrant.
1810 hours the Sheriff’s Office in Payson received a call of a small bear observed in the area of the Portals in Pine, the Arizona Department of Game and Fish were notified.
