Level 3 Sex Offender Alert

The Payson Police Department is releasing the following information pursuant to ARS 13-3825, the Community Notification on Sex Offenders Law. The offender in this publication has indicated that he will be living in the town of Payson. It is the responsibility of the Chief Law Enforcement Officer having jurisdiction where the offender resides to make notification to the community. Notification must be made when certain sex offenders are released from the Arizona State Prison, accepted under an interstate compact or released from the county jail back into the community.

The individual who appears on this notification has been convicted of a sex offense, which allows for community notification. The sex offender has advised the Payson Police Department that he will be living at the below address or area. The Payson Police Department at this time does not have any outstanding warrants on Mr. Sandefer.
This notification isn’t intended to increase fear; rather it is our belief that an informed community is a safer community. Citizen abuse of this information to threaten, intimidate, or harass sex offenders will not be tolerated. In January, 2004, Mr. Sandefer pled guilty in Snohomish County, WA, for sexually assaulting a known six year old female on two occasions. Previous to that offense, in 1992, Mr. Sandefer was found guilty at trial for sexually assaulting a four year old female. Furthermore, Mr. Sandefer has another previous conviction, in 1989, for sexually assaulting known four and six year old female victims. Mr. Sandefer has served previous prison terms in the State of Washington. The Payson Police Department and the Gila County Sheriff’s Office consider Mr. Sandefer a level 3 (high) risk to the community. Mr. Sandefer has advised law enforcement that his current residence is only temporary. These flyers are being distributed to his immediate neighbors, the local schools, local media and employment.
