Physical altercation with officer ends in death for 50-year-old Page resident

On Sunday, June 19, just after 6 p.m., the Page Public Safety Dispatch Center received a 911 call involving a disturbance at B and T Marine located at 803 E. Vista Avenue in Page, Arizona. When the officer arrived at the shop he learned that the suspect, identified as 50-year-old William Foust of Page, Arizona had left the area after a heated and loud argument with the shop keeper.
Foust returned to the shop as the officer was conducting the interview. According to the police report, Foust was described by witnesses as being loud and confrontational. Officer Shawn Wilson, a five year veteran of the Page Police Department, and Foust then walked outside the shop. At some point the two became engaged in a physical altercation.
According to the police report, there was a struggle and Foust attempted to gain control of the officer's taser. Officer Wilson discharged his service weapon, hitting Foust, who fell to the ground.
Immediately after Foust fell to the ground, Officer Wilson and a second officer, who had just arrived, administered life saving efforts including the use of an AED and CPR.
The Page Fire Department arrived at the scene and provided initial treatment to Faust and transported him to the Page Hospital where he was treated and subsequently pronounced deceased.
Page Police Chief Charlie Dennis requested the Coconino County Sheriff's Office conduct the criminal investigation. Assisting the sheriff's office is a Northern Arizona Officer Involved Investigation Team comprised of investigators from the Flagstaff Police Department, Northern Arizona University Police Department and Coconino County Sheriff's Office.
The findings of the investigation will be referred to a county attorney's office for review. As with any officer involved shooting, Officer Wilson has been placed on administrative leave while the investigation continues.
Chief Dennis has also contacted Arizona Department of Public Safety Director Robert Halliday to request that his investigators conduct the internal investigation. Additional information will be forthcoming when the criminal investigation and the internal investigation have been completed.

Billy was a great man who loved his country and his family, and had a servant heart. He was ready to help anyone in need, and was making a name for himself in Arizona as he went to various courtrooms helping people. There are many questions at this point and not much is known. Apparently there was at least one witness, hopefully more. I cannot believe that Billy would have "lunged for" the policeman's gun. I trust that the truth will come out. The Mayor and a City Councilman were dining across the street. How many witnesses were there? What was the history of Billy and the officer who pulled the trigger? Watch Billy as Man on the Land and the Secretary of State on YouTube. Bless you Billy, you are deeply missed.

Was it necessary to shoot his twice, in the face and the chest? I hope the people of Page will look clearly at the facts. ReplyDeleteThere are many questions at this point and not much is known. There have been at least three different reports regarding what happened. Apparently there was at least one witness, hopefully more. I cannot believe that Billy would have "lunged for" the policeman's gun. And I understand there was a history between the officer and Billy...did that play into his aggressive response of shooting Billy in the face and chest?
I trust that the truth will come out. The Mayor and a City Councilman were dining across the street. Did they see anything?

ReplyDeleteTo the Family and Daughters of Bill, he was a great guy and loving man. Sorry that the Police abused the use of force and caused such a tragedy. He will be missed.
God rest his soul, with love and prayers......
This is such a tragedy. I hope the officer takes a look at Bill's daughter's wedding pictures sometime to see what a wonderful time they all had and get a glimpse of how much he was loved. Bill wasn't perfect, but he certainly didn't deserve to die.
ReplyDeleteTaking a man's life is something this cop is going to have to deal with for the rest of his life. I'm sure he wishes he would have taken that job being a bus driver right about now.
There are many questions the police department in Page need to answer. Number one why if there were multiple 911 calls as indicated by the police report was there only one cop sent and why was this known dead beat of a cop sent, He has a rep here in Page that is not good!!!! Also where was the magic hand that pulled out the gun I don't know about you all but I can only shot with one hand and I can't aim dead center while trying to fight off someone who is trying to get my tazer. Additionally, these guys are supposed to be trained and they have all the equipment to take a person down without killing him. This is just another Page coverup and smells rotten from the top down.
